Job Description:

GDIT is seeking a Data Analytics Senior to support the Division of Federal Systems (DFS) within the Federal Office of Child Support Enforcement (OCSE) and assist other divisions as directed. 

In this role, a typical day will include:

Developing analytics requirements and serving as a liaison between the line of business (LOB) teams, the Economic Analysis team and the Management Information Central Repository System's technical team. The position requires an individual with solid analytic skills and knowledge, as well as people manager experience.  Specific responsibilities for this individual include:

RESPONSIBILITIES:

  • Steer the direction of analytics projects and presentations in coordination with the Program Strategic Advisor, assist with developing requirements for new management information (MI) data, performance metrics, and MI reports, and direct the work of analysts on the program.
  • Responsible for working with LOB teams and managers to capture requirements and document user stories related to management information needs.
  • Responsible for developing requirements and advising on the approach to capturing and reporting metrics for both on-going maintenance activities and new initiatives.
  • Assist Federal Managers and coordinate with the Program Strategic Advisor with using data to support business decisions.
  • Assist project teams with developing and capturing data to support program performance metrics.
  • Serve as the liaison between LOB teams and the Management Information Central Repository System (MICRS) and MICRS-Research System (MICRS-RS) development teams.
  • Attend MICRS system team meetings and backlog grooming sessions to advise on prioritization and business needs for management information.
  • Attend MICRS-RS system meetings, provide direction for analysis, assist with meeting coordination and ensure dissemination of information learned through these meetings.
  • Periodically review standard and on-demand reports to ensure that data presented is up-to-date and useful in answering business questions.
  • Analyze macro-level data from Federal systems as well as data submitted to OCSE by State Child Support Agencies.
  • Develop ad-hoc and analyses reports as needed.
  • Prepare data presentations for senior management utilizing Excel, PowerPoint, and Tableau.
  • Assist with creating content for the OCSE Data Blog, weekly “Stats and A Glance” write-ups, and other OCSE publications.
  • Present analysis of OCSE data at state, regional, and national conferences, as requested
  • Assists in directing statistical research and analysis on the OCSE program using multiple types of survey tools, statistical techniques, and software. Types of analysis will include child support program research, trend analysis, cost projections and cost effectiveness analysis.
  • Examine existing statistical programs for consistency and relevance to current and emerging issues in the child support field.
  • Perform research data analysis to identify statistical trends and patterns of state agencies against the national averages.
  • Perform other administrative, technical, functional, and support duties as assigned.

QUALIFICATIONS

Required Skills and Experience:

  • Bachelors degree and 5+ years relevant experience
  • 4+ years’ experience in data analytics and requirements analysis required; more than 5 years is preferred.
  • Strong analytical abilities required, knowledge of data mining/data profiling or predictive analytics is preferred.
  • Experience designing and developing presentations that summarize the results of analytical work for managers and executives.
  • Solid proficiency with MS Excel, Word, PowerPoint, and Access required.

Desired Skills and Experience:

  • 2+ years in people manager experience preferred.
  • Child support or human services experience helpful but not required.
  • Experience using Tableau Data Visualization Software required, additionally, experience with Microsoft Power BI or other Business Intelligence tools is desirable.
  • Experience using SPSS, Python, R and/or SQL is desirable.
  • Prior experience with leading an implementation effort or transition to a more robust analytics approach

  • An aptitude for learning the inter-related functions of the OCSE data collection systems.
